As an advisory committee, ELAC brings multilingual families together to share their experiences, build understanding, and contribute to decisions that shape school programs and student outcomes.

The ELAC Partnership Continuum describes a progression from families being invited (involvement), to being included (engagement), to belonging and leading (leadership).
This reflects a shift from participation to partnership and shared leadership.

This progression is reflected across four key areas of ELAC: outreach, planning, content, and family leadership. Together, these areas shape how families experience ELAC and how their voices are heard, valued, and acted upon.

The ELAC Partnership Continuum helps teams reflect on their current practices and identify next steps to strengthen how ELAC supports multilingual learners and their families as they move along the continuum.
